Toggle a system app's hidden flag for a policy

Flips whether a single system app is auto-hidden under "Standard" experience mode. The operator must re-save/re-push the policy for the change to reach devices. Enterprise-scoped from the JWT; 404 when the policy has no such system-app row for this enterprise.
